Alabama

To become a Licensed Home Inspector in Alabama, you must meet the requirements as stated in 1 thru 3 below:

Alaska

Legislative Summary
There is no specific Pre-licensing Education requirement in Alaska.  Candidates must comply by doing the following:
1) pass the National Home Inspector Examination; 2) meet requirements as determined by the Dept.; 3) submit a complete app. for reg. within 1 year of passing exam; 4) not have been convicted of specific crimes in the past 7 years of the date of the application; 5) not have had the authority to perform home inspections revoked in the state or another jurisdiction; 6) not be the subject of an unresolved criminal complaint or unresolved disciplinary action in the state; 7) pay the appropriate fees. Inspector must carry insurance and a bond of over $5000.  All inspectors must be licensed by July 1, 2004.

The Dept requires at least 8 hours of continuing competency in each licensing period.

Arizona

Legislative Summary
Board of Technical Registration requires that Educational training is approved as long as the provider is licensed by the appropriate post-secondary education regulatory agency in the home state of the facility. (BTR) certifies and regulates the practice of home inspectors. The law requires 80 hours of education pass the National Home Inspector Examination and evidence of successful completion of 30 parallel inspections. Must have one of the following: 1) Errors and Omissions Insurance in the amount of $200,000 in the aggregate and $100,000 per occurrence; 2) a $25,000 bond or proof of assets in that amount, 3) an alternate financial assurance mechanism by the BTR with a value of at least $25,000.  If a home inspector loses or otherwise fails to maintain the required financial assurance, the Home Inspector certificate shall be automatically suspended.

BTR does not recognize CE's.

Arkansas

Legislative Summary
Effective 9/16/05:
80 hours of education from training course approved by the board
. All Home Inspectors must register with the Arkansas Home Inspector Registration Board. Applicants must pass the National Home Inspector Examination. Home Inspectors prohibited from making repairs on properties they have inspected within the last 12 months. Must have general liability insurance of at least $100,000.

14 Hours CEC per year. No more than 4 hours can be from a home study, online, or correspondence course. Up to 10 hours of CECs may be carried over to the following year. 
(Correspondence courses are not accepted for pre-licensing education).

a property they have inspected within the prior 12 months. In 10 of the last
12 years, new legislation has been proposed. ITA works with the California

Connecticut

Legislative Summary
Connecticut Licensure (Chapter 400F enacted in 1999) - Connecticut law requires home inspectors to be licensed: 1) have successfully completed high school or its equivalent; 2) have either been a home inspector intern one year and performed 200 inspections for compensation or taken our program and earned an intern permit, and performed 100 inspections; 3) have passed an oral, written, or electronic competency exam; 4) have paid a $200 fee. *Intern permit similar, but with $100 fee. Pre-licensing courses must meet a minimum of 40 hours. Minimum 20 CEC hours for each 2 year period, *At least 3 of those hours must be in legislation.

Florida

Legislative Summary                             
There is no state requirement for Home Inspectors in Florida as HB 315 was vetoed by Governor Bush on June 23, 2005.

There are specific Home Inspection requirements in the County of Charlotte in Florida.  
To become a home inspector applicants must meet one of the following requirements:
1. The applicant currently posseses an active FL license as a professional engineer, architect, general contractor, building contractor, residential contractor, building code administrator or building official or has maintained one or more of the above licenses for a combined total of 4 years during the 10-year period immediately preceding the application;
2. The applicant (1) currently possesses an active FL license as a building code inspector or building inspector or has maintained one or more of the above licenses for a combined total of 4 years during the 10-year period immediately preceding the application, and (2) has obtained a grade of 75% or better on the ASHI exam;
3. The applicant (1) has produced proof satisfactory to the board that he has 3 years experience in a building trade or as a home inspector or a combined total of 3 years in those fields, and (2) has obtained a grade of 75% or better on the NHIE exam.

Legislative Summary
Georgia Trade practice act (Chapter 3, Title 8) enacted in 1994. Indiana

Legislative Summary

Effective May 18, 2005
1.) Be at least eighteen (18) years of age;  2.) Have graduated from high school or have earned a GED;
3.) Have not been convicted of a crime or act that would prohibit you from obtaining the license;  4.) Complete a pre-licensing course of at least sixty (60) hours provided by a Board-approved course provider (NOTE: Of the 60 hour educational requirements,  a minimum of 40 hours need to be of classroom (study or lecture) training and 12 hours or practical experience .The balance may consist of classroom, home study, or practical experience.) ** ITA's Residential Home Inspection & Fast Track Home Inspection Courses meet these requirements.**  5.) Pass the National Home Inspector Examination as provided by the Examination Board of Professional Home Inspectors;  6.) Submit proof of having minimum insurance liability coverage of one hundred thousand dollars ($100,000); and 7.) Pay the application/license issuance fee of four hundred fifty dollars ($450).  For renewal, the Board requires 16 hours of Continuing Education.

Effective date 7/01/2006,
(1) An individual shall not advertise or claim to be a licensed home inspector and shall not conduct a home inspection for compensation without first obtaining a license as a home inspector. (2)The board shall deny a license to any applicant who fails to: (a) Furnish evidence satisfactory to the board, showing that the individual:1. Is at least eighteen (18) years of age; 2. Has graduated from high school or earned a Kentucky or other state'sgeneral educational development (GED) diploma; and 3. Meets other criteria established by the board; (b) Verify the information submitted on the application form; (c) Complete a board-approved training program of 64 hours involving the performance of home inspections and pass an exam prescribed or approved by the board; (d) Submit to the board a certificate of insurance that is acceptable to the board and that: 1. Is issued by an insurance company or other legal entity authorized to transact insurance business in Kentucky; 2. Provides for general liability coverage of at least two hundred fifty thousand dollars ($250,000); 3. Lists the Kentucky Board of Home Inspectors as a certificate holder of any insurance policy issued under this paragraph; 4. States that cancellation and non renewal of the underlying policy is not effective until the board receives at least ten (10) days' prior written notice of the cancellation or non renewal; and 5. Contains any other terms and conditions established by the board; or(e)Pay appropriate licensing fee.

Massachusetts

Legislative Summary
The requirements are to complete 25 inspections under the supervision of a licensed Massachusetts home inspector, successfully pass the National Home Inspector Exam, obtain $250,000 of errors and omissions insurance and apply for the associate home inspectors license.
After becoming an associate home inspector you must complete an additional 100 home Inspections under the direction of a licensed home inspector for a period of one year, and then apply for the home inspector license.

Massachusetts has reciprocity with the state of
Connecticut. Massachusetts General Laws Chapter 112 s 224 states "Upon payment to the Board of a fee and the submission of a written application provided by said Board, the Board shall issue a home inspector license to a person who holds a valid license or registration issued by another jurisdiction which has standards substantially equivalent to or exceeding the standards of the Commonwealth, as determined by said Board."

Massachusetts requires 24 hours of continuing education per licensing period.

The Board does not accept Correspondence or Online courses for continuing education.

Effective February 14, 2006, education requirements have changed.  Individuals are no longer required to apply as Associate Home Inspectors.  Instead, candidates can submit an application for Home Inspector after successful completion of a home inspection program consisting of a 180 hour curriculum, of which 40 hours will be dedicated to completing home inspections under the direct supervision of a licensed Home Inspector of the school.  Candidates must also pass an examination administered and approved by the Home Inspection Advisory Committee.  Correspondence Courses are not accepted for Pre-licensing education but they are accepted for continuing education as long as approved by the Board.  The board requires 40 hours of Continuing Education. NJ board only accepts 10 hours of correspondence education per biennial renewal.

New York

Legislative Summary
New York Licensure (Chapter 461 of the Laws of 2004) The "Home Inspector Professional Licensing Act" http://www.nysahi.com/S06100.html takes effect December 31, 2005 and requires that all home inspectors obtain a license. Home inspectors will be licensed for two years and must pay an initial fee of $250.00 and renewal fees of $100.00 thereafter. The basic provisions of the law include requirements for obtaining a license, including classroom education and on site inspection training, confirmation of an appropriate knowledge base via testing, the development of a required standard of practice and code of ethics, continuing education requirements for license renewal, and a duty of care of all license holders to the client. There are two routes to obtaining a license. An applicant must complete 140 hours of approved training, including 40 hours of unpaid inspection experience under the direct supervision of a licensed inspector, or have 100 hours of paid or unpaid inspection experience under the direct supervision of a licensed inspector. The applicant must also pass an approved written exam. Additionally, there are grandfathering provisions in the law that recognize the value of prior experience. To receive a license under this provision, an inspector must have inspected at least 100 homes within the last two years and pass an approved exam (currently believed to be the National Home Inspector Exam, www.homeinspectionexam.org), or have inspected at least 250 homes for compensation and have been a practicing inspector for at least three years, prior to the enforcement of this law.

Continuing Education:
Any licensee who will renew on or before 12/30/08 will only be required to complete 6 hours.  Renewals after 12/31/08 will require 24 hours of continuing education.

North Carolina

Legislative Summary
To be licensed as a home inspector, an applicant must do all of the following: 1) submit a completed application to the Board; 2) Pass a licensing exam prescribed by the Board; 3) Have a minimum net assets or a bond in an amount not less than $5,000 nor more than $10,000; 4) Pay the applicable fees; 5) Meet one of the following three conditions.
a) Have a high school diploma or its equivalent, have been engaged as a licensed associate home inspector for at least 1 year and have completed 100 home inspections for compensation; b) Have education experience the Board considers to be equivalent to that required by subpart (a) of this subdivision; c) Be licensed as a general contractor, architect or professional engineer.
To be licensed as an associate home inspector, a person must do all of the following:
1) Submit a completed application to the Board; 2) Pass a licensing exam prescribed by the Board; 3) Pay the applicable fee; 4) Have a high school diploma or its equivalent; 5) Be employed by or affiliated with or intend to be employed by or affiliated with a licensed home inspector and submit sworn statement by that licensed home inspector certifiying that the licensed home inspector will "actively supervise and train the applicant."

Legislative Summary
Any person desiring to be a licensed with examination as a home inspector, shall file with the commission an application of forms showing that he/she:

South Dakota

Legislative Summary
A) Complete 40 clock hours of prescribed education. B) Complete high school or equivalent.
Renews every 2 years. To remain on active status, the licensed/registered home inspector must complete 24 hours of approved continuing education by December 31st of the year the license/registration expires. If the education is not completed by the expiration of the license/registration, the home inspector must return the license/registration to the SD Real Estate Commission and be place on inactive status until the educational requirements are met.

Tennessee

Legislative Summary
Any person who applies for licensure as a home inspector must submit an application on a form as prescribed by the commissioner. The application shall be accompanied by the fee specified in Section 4. Applicants shall furnish evidence satisfactory to the commissioner that the applicant: 1) is at least 18 years old, 2) has graduated from high school or earned a GED certificate, 3) has not been convicted of a crime that has a direct bearing on the applicant's ability to perform competently and fully as a licensed inspector, 4) is not the subject of a disciplinary or enforcement action by another state or a local jurisdiction in connection with the performance of home inspections or the licensing or certification of home inspectors, 5) has successfully completed 90 hours of a commissioner-approved training program or course of study involving the performance of home inspections and the preparation of home inspection reports, 6) has passed a commissioner-approved competency examination administered by the state or an entity selected by the state, and 7) has obtained a certificate of insurance in an amount required by the commissioner for general liability as well as errors and omission to cover all activities contemplated under this chapter.
During the first 180 days after the effective date of this act (July 1, 2006), the commissioner may issue a license to an applicant who meets the requirements stipulated in the law if the applicant furnishes evidence satisfactory to the commissioner that the applicant: 1) has been principally engaged in the performance of home inspections in this state for at least two years, and 2) has complete at least 150 home inspections for compensation in the applicant's career.

Continuing Education requirement: 32 hours of CE every two years.

Texas

Summary
1.  Citizen of the United States or a lawfully admitted alien 2Resident of Texas at the time application is filed 3Sponsored by a licensed professional inspector 4.  At least 18 years of age 5. Found to be honest, trustworthy, & possessing integrity (Background Investigation through DPS) 6.  Qualifies in one of the following ways:
A. Has been actively licensed as an Apprentice for 3 months during the 12 month period prior to filing the inspector application AND has completed 90 classroom hours of core real estate inspection courses AND has completed 25 inspections while licensed as an apprentice under the direct supervision of the sponsoring professional; or
B. Has completed 120 classroom hours of core real estate inspection courses. Of the 120 hours, 30 hours of core inspector education must contain 10 hours credit EACH for the structural, mechanical (including appliances, plumbing, and HVAC components), and electrical systems found in improvements to real property; or
C. Has completed 90 classroom hours of core real estate inspection courses AND has three years of experience as a licensed or registered architect, professional engineer, or engineer-in-training or
D. Has completed 90 classroom hours of core real estate inspection courses AND can provide two reference letters documenting at least five years of personal experience inspecting, installing, servicing, repairing or maintaining each of the structural, mechanical and electrical systems found in improvements to real property. Documentation of experience must be in verified form and from persons other than the applicant who have personal knowledge of the applicant's occupation and work. 7.   File the Real Estate Inspector License Application form 8.  Pass exam within 6 months of filing application. Virginia

Legislative Summary
No licensing requirements at this time. However, there is a voluntary certification law. No individual person may call him/herself a certified home inspector nor represent his/her inspection and report as certified without meeting the requirements as set out by the board. A) Complete 35  hours of classroom technical content education and perform 100 inspections; or Complete 70 hours of classroom technical content education and perform 50 inspections. B) Pass the National Home Inspectors Exam or the NAHI CRI Exam.  C) Have at least $250,000 in General Liability insurance coverage. D)  Be a High School Graduate.

PLEASE NOTE: Virginia Board of Asbestos, Lead and Home Inspectors does not allow credit for sales and marketing related courses.  Therefore, credit for ITA's 90 hour and 55 hour Home Inspection courses may be slightly reduced by the Board.  Please contact the Virginia Board of Asbestos, Lead and Home Inspectors for more information on this rule.
